Put each person’s cell phone in one of the small bags (of the holder bag when you apply the whole system) and lock it in different ways. Depending on your context, you can use nothing, or either lock each pouch with a tiedown, digital padlock, or RFID-tag which can only be opened with a deactivation magnet. You can mark each pouch with either a name of number on a class or exam list, register, etc.. The cell phone will only be released after confirmation of the person’s identity.
